What is the difference between eligible and ready to transmit when efiling?

Eligible means whether efile is eligible. Not all return can be efiled .e.g. non-residents return. 

Ready to transmit is normally set by users to flag the files are ready to be filed. Some profile users like batching efiling, so they will set files as Ready to Transmit first. Then they can filter through Client explorer and efile files together.
