CO-17 Error code 13961 Quebec

When trying to e-file a Quebec corporate CO-17 return, I'm receiving the error 13961 : A technical error has occured. 

I have followed

https://quickbooks.intuit.com/learn-support/en-ca/efile-troubleshooting/co-17-prints-or-is-receiving-efile-error-13961/00/589062

but it made no difference. What else is the possible problem and how do I fix it? This is with the latest update 2020.2.0
