Make reports available for more than the master admin.

Could provide master admin the ability to provide privileges to users for certain proconnect features such as reports and adjusting the print options.

Minnesota LTC Credit is not populating in MN Forms when info is entered in proconnect.

Long Term Care premiums paid by taxpayer should generate a $100 tax Credit in Minnesota tax form M1LTI and show on the M1C form
