 VA 763 -Non Resident Return. The Locality dropdown on the Virginia Information Worksheet doesn't have "Out of State" in it like it did last year.  So you can't complete the return.

The instructions tell you to "Enter the name of the city or county where the principal place of business, employment or income source in Virginia is located".
