Script error when running update

Anyone ever see this error? On ProSeries 2019, user tries to run the available update when prompted and gets this script error:

an error has occurred in the script on this page

line 9, char 4, error - access is denied

code:0

url: res://c:\ProWin19\32bit\ProSeriesUpdate.exe/xslt.js

Do you want to continue running scripts on this page - click yes, and then get an error stating it can't find the Common folder.

User has modify access to C:\prowin19 folder.

used to get that, or something like that.. i think I just clicked No as much as needed.   have not gotten that in a long time though.
