Can we e-file a 2019 return if the taxpayer doesn't have a current driver's license? We're in Texas

The IRS as of right now does not require a drivers license be transmitted some states do.

On the Identity Information Worksheet just check that they did not provide a drivers licenses.

Theres no federal requirement for the drivers license.  Only a few states require it for their state returns....TX doesn't have state income tax, so you should be fine.

But does that mean ProSeries doesn't require it?

ProSeries doesnt require it either, but you need to check a box that they didnt provide one, or you'll keep seeing an error on that Identification worksheet.

If you keep getting an error and it wont let you just check the didnt provide one box, Delete the ID worksheet (CTRL + W, choose Delete), when it automatically regenerates, you should be able to mark the box.
