I purchased ProSeries Basic 2020 in December, and saw that it also included 2019 licensing as well. I try and license the 2019 product and it keeps saying I've downloaded the wrong version even though I've double checked I was downloading the version I purchased. I have clients that need to efile 2019's return, and I am unable to get on to complete them. Is this something I need to call Intuit about directly?

I think you should call Intuit first thing in the morning to resolve this. You want to take care of this matter as soon as possible. Just my opinion

Did you download the Professional version instead of the Basic version?
