Can you get in to 2018 basic? Is it down?
I have downloaded it before and had no problem opening it. Today I can't seem to open it.

Basic is installed on your computer, it can't be "down".
Have you tried restarting the computer then try again? I saw a Win update lurking when I shut down my computer today, if you've got a pending update to install, that could cause issues with programs.
