Adding users

I am trying to add a user to Proseries for my network.  I go to Tools, Users & Access Rights, but all the menu options under Users & Access Rights are greyed out.

For the record I don't use a Network version but have a thought that might help.   Don't you have to be logged in as the Administrator to make those changes?

I have two accounts under my name as I'm currently the only user.  Both were account admin.  I changed one to Proseries admin.  I'll see if that works.
