transfer of 2018 clients from Basic program to 2019 profesional program

I used Proseries Basic Program for my 2018 clients, this year I Purchased Proseries Profesional edition and im trying to transfer my 2018 clients to 2019 program but it will not let me.

You may have to go from 2018 Basic to 2018 Professional, then from 2018 Professional to 2019 Professional.
