Why can't I E-File with State withholding being more than 20% of income?

What state?  CA doesnt seem to give an EFile error when withholdings are high

It was for Illinois. Wages of 1195.00 and withholding of 264.00. I realize it's high, just don't understand why it can't be efiled. Didn't know if there was a way to override.

Its the states way of verifying that it correct (paper filed so human eyes can verify the W/H) and not refunding an erroneous amount.

That rate of withholding seems very high for a state entity. The state may want to see the actual W2 with a paper filed return. Just my opinion.
