running the same licened software (Proseries Basic) on two of my laptops?
Can I run a single licensed products under my username and password on two of my laptops on would serve as back up?

Sure. Ive got my copy of ProSeries installed at the office and at home. Im not networked between the 2, but I use Carbonite for my automatic backup at the office, so I can access client files from home if needed by accessing the Carbonite backup files.
