New client opened up a business in VA and lives in NJ

Do I have to file a VA and NJ return? Is there a credit for paying in VA?

Assuming the business is being filed on sch c?? Yes file VA non resident return. There is a credit or taxes paid to other jurisdictions on the NJ return.

    The only income from VA is -$10K because first year start up
