NJ 1040 LINE 20B

I am having a problem getting the line 20b on the NJ 1040 to populate. The client has a TSP account he received a 1099-R. He already paid the tax on the contributions so 75% of the distribution is non-taxable. When I enter the 25% or 75% in line 9a nothing flows over to NJ
