If an ITIN needs to be renewed, can the W-7 be sent separately from the tax return? Meaning mail the ITIN application to Austin but then still efile the current tax return with the expired ITIN

Yes, it is possible but refund related to credits requiring an ITIN will be withheld until after it has been renewed. Your client should also expect to receive a notice to that effect.
