Georgia 2019 Standard Deduction

Georgia is allowing a $4,600 standard deduction for an individual who can be claimed as a dependent by someone else. I thought no standard deduction could be claimed if they were a dependent of another? Did something change or is this an error? In 2018, I had the same situation and no standard deduction was claimed.
