CTC and disabled child

Married couple has a child, 30 years old, disabled and in a facility 24/7. Child has no income. Can they claim CTC or other credits?

      Assuming the parents paid more than half of the child’s support the child is a qualifying relative for Credit for Other Dependents and the medical expense deduction.
