Client requested his refund and wanted $600+ deferred, received refund and was charged deferral amount so received less than expected.  Is there a reason they wouldn't allow the deferral?

"Is there a reason they wouldn't allow the deferral?"

It's not a Refundable Credit; that means if the money is already in the hands of the IRS, there is no reason to Defer, as one answer.

"so received less than expected."

Exactly.

If they had a refund, IRS just reduces the refund, you cant defer if you already paid it in.
