Cannot licence my product

The error message comes up when I try and licence my product.  I was told to change my UK postcode to 99999 in Zip code.  This did not work.  Any other brighter ideas please.

In the Firm/Preparer info after the EIN entry there is a place to indicate Foreign country

    This does not work either.  Thanks anyway.  I can't efile as I am not US person living in US.
