I have a taxpayer asking if it is possible to pay on the balance of the 1099r that was split in three years in 2020?

Nope

As was asked/answered a few posts ago... it was an election made on the 2020 return.  You can't 'unelect'

    I thought it was determined you can amend 2020 and opt out of the three-year spread. Now they owe all of the remaining tax.
