2018 Form 1040X

Any insights into why the 2018 Form 1040X has not yet been finalized, or why the expected date for it to be finalized has changed several times and is now not expected until 3/7/19?  Seems like an unusual delay for this type of form.  Thanks.

I read somewhere that the IRS Instructions for the form have not been finalized yet.  

Intuit can't release a Form until the Instruction's have been finalized by IRS.
