On Form 1099-NEC, Account number says "AIMS" and Box 7 State Income has "CL". There is no amount in Box 1 Nonemployee Compensation and no tax withheld.

Any idea what the purpose of this 1099-NEC is?

Where does your taxpayer live (State, Town)?

What does the taxpayer tell you this is for?

They know what happened in their life.

Who issued it? There needs to be name and address.

They live in Georgia and this was the second of two from that company and the first in the tax packet the client provided was a corrected 1099-NEC. But your point is well taken. I will ask them as well.

I wonder if this is their Second Page, because you cannot fit more than two States on that section, so someone issued it as page 2. That info is just Info; it isn't even used by the IRS.

For instance, that might be a local code for taxing earnings, such as City or Local code. Or, you stated AIMS? Some institutional program stipend?
