1040NR tax ID

I have a foreign taxpayer client who does not have a tax ID. How do I go by with 1040NR? Thanks.

Paper file it with the ITIN application.

    I guess getting an ITIN is the only way for future e-filing. I think I can still paper file this time without an ITIN, right?
