I'm doing major catch up for a new client.  Can I use Link for 2015, 2016? and forward.  It errors out whenever I try to create the envelope and send.

The portal for those years had a different URL, which was made obsolete when the current portal came online.

    link.intuit.com still exists but I don't think it is operational anymore if you try to initiate new requests.
