RI Sch 11 for Full Year Nonresident is not showing in Proconnect

If you are really using ProConnect Tax, there's no form or schedule to download.  This is an online tax software.

Forms will not be printed or appear as part of the return unless they are applicable, as determined by the entries you make.

You can, however, view a form even when is not applicable, by clicking on All (as opposed to Applicable) under Check Return or Preview forms.

Some forms, however, are not available in ProConnect Tax/Lacerte.  You can check the status by clicking on Help > Form status on the left panel (in blue) or by visiting https://form-status.app.intuit.com/tax-forms-availability/formsavailability?albRedirect=true&product=Lacerte&bu=pcg.
