DoBeforeInitialize Exception = Error initializing config. Unable to check encryption mode of database Path:, Error Code -61.

DoBeforeInitialize Exception = Error initializing config.

Unable to check encryption mode of database Path: C\Data\lacerte\20Tax\IData\Data1120.DBF, Error Code -61.

Upon launching Lacerte 2020 for all but one of our users the above error code pops up and program does not open.  

Have tried reinstalling program as administrator in addition to modifying settings for that path.  Nothing seems to resolve the issue.  

Any suggestions?
