IRS has said 'sometime in Jan', but they've also said they expect the start to be delayed due to TCJA.
CA - I haven't heard, but I do know that not all CA forms are final (particularly the 540 Sch CA), so Lacerte can't finalize the software yet.
There's going to be a LOT of hurry up & wait this filing season.
