Per IRS Form 3468 instructions:
Line 2a - If applicable, enter your pre-filing registration number for the facility or property that you received from the IRS prior to making an election under section 48D(d), section 6417, or section 6418.

There isn't a way to indicate if this is NOT applicable and clear the diagnostic.
