The following diagnostic is generating:
Form 1099 MISC # {PrefixNum}: New York Business Rule R0509 states that the New York State withholding must be less than the total of lines 1-3, 5-8, 10, 13-15 (a & b). Please review and modify the input or the return will be rejected by the state.
Solution:
In screen 14.1 look at the Form 1099-MISC section see if there are any amounts in 1-3, 5-8, 10, 13-15 if there are no amounts or the amounts do not total more then the State tax withheld, the diagnostic will generate. The amount must be more then the tax.
