No. They are never ready until next year. Even then, it often takes some software programs time to catch up and don't even ask about Congress.

Answers are easy. Questions are hard!

Reading about the problems already reported by those working in the program I would say, as is usually the case with INTUIT, no they are not ready.

This forum is not for only Professionals or those who use Intuit products. The answers you receive may have been provided by someone with no experience – maybe someone who uses H&R Block software. Who knows.

Hey gang, I believe we are asking about the EasyAcct Information Return System 2019 (W-2, 941 preparation software), not the income tax program. The EasyAcct program appears to be ready to download, so the answer is yes. As far as the tax software goes, everybody here knows that really won't be ready until sometime in October, 2020.
