1099 and W-2 E-File with Information Systems

I've called support and get conflicting information.  When e-filing 1099's in information systems, do the transmission files go directly to IRS?  Or do we have to log-in to the FIRE system to actually transmit them?  Same question for W-2's.  Do the files go directly to SSA, or do we have to log-in to the BOS site to transmit them?

You have to manually upload the Transmission File to BSO.

Manually go to the FIRE system to transmit the file.

    Two out of three customer support reps say it is transmitted automatically through information systems.  Thus my confusion.
