Rejection from IRS Section OI

Good afternoon,

               I am trying to submit the above form but I keeping getting rejected form IRS. It state that  I should review Section OI line L. And that Tax treaty article must match exactly what IRS requires.

Could you please help me with this.

What type of return and what form?

    Hi, it is 1040NR form. It is an individual return. My client is on a teaching program that requires a tax treaty exemption.
