Filing Form 8606 itself, not with the return

I need to file Form 8606, one for taxpayer and another for the spouse for 2019. The tax return was already e-filed. I can't figure out how to get the taxpayer's address, all preparer info, and the mailing address (in the smart worksheet at bottom of 8606) to populate. Can't find a button on the form, nor in Info Wks. Any help would be appreciated, thank you very much!

first line at top of page... "Fill in your address only if you are filing this form by itself and not with your tax return".

In other words...you need to manually enter all that info... there is NO trigger if you are filing outside of the tax return filing.
