in Ohio due to COVID-19 individuals are currently unable to renew their driver's licenses.  I cannot e-file a taxpayer's return due to a Federal error message that the Ohio driver's license expiration date is prior to the current date.

Just check the box that they don't have one.  I have filed some by doing that and have had no problem.
