Can I e-file an amended 2019 return this year?

yes.  as long as you were the one that Efiled the original return.

    I did e-file their return in 2019 but when I e-filed the amended return last week it got rejected.  The reason for the rejection is "The year of the PrimarySignatureDt is the return Header must be equal to the processing year". 

    Did I get this message because I did not change the Practitioner PIN date to this year?

    If this did not cause the issue, what do I need to do to fix the issue?

    Did you have them sign a new 8879 for the amended? The PIN date needs to be in this year.
