Billing Rates Per Forms - Broken?

I am trying to get into the billing rates per form for 2019 so that I can make any changes that are different from 2018.  When I click on this, nothing is happening.

Mine is working just fine.

In an open client form:  Tool>Billing>Rate Per Form  opened right up.

    Well I can now access the billing rates per form so I guess all is well now.

    I am having the exact same problem. On my end is grayed out and cant access the billing rate forms
