First time penalty abatement

What do I need to get from a client to request a First Time Penalty Abatement from the IRS? Can I call the IRS Practitioner Priority Service (PPS) line at (866) 860-4259 to request FTA?

Read through the articles provided by the smiley guy.  You'll find the info you need there.  If you will need to discussion your client's case with the IRS, you should obtain a PoA.
