I have clients that work in the old fashion way. They provide paper documents that I scan and convert to PDFs. Is there a way to take advantage of ProConnect's new OCR import tool without having the client connect to Link? It appears that the client has to create Intuit Link credentials before I can use the "Act as Tax Payer" feature to upload documents. Is there another way to import documents?

Your understanding is correct. If I were you, I wouldn't be bothered to use the import function, especially if your client has only a few 1099s, W-2, or even K-1s here and there.
It's just not worth your effect, considered Link is not a DMS.
