Can I transmit e-file individual returns to Lacerte prior to the Jan 27, 2020 IRS start date, and then Lacerte will submit them to IRS on Jan 27, 2020??

No, you wouldnt want to anyhow. Once you send it you cant get it back, so if you sent it on the 21st and your client called on the 23rd and says "Oh I forgot blah blah"....youre stuck with amending the return in February sometime once the 1040X is finalized
