I have a link from Intuit to download my 2019 ProSeries Professional software but I keep getting an error. I have called the ProSeries support office several times and get a recording that the office is closed. But I have a ProSeries message that says the support office is now open (as of today, 01/25/2020 as of 6:00 AM PST but... the office is not open?

You didnt include the error message so its hard to be of much help.

I was installing on a new PC this morning, and when I used 2018's "download next year's product" it was interrupted by an "error downloading" message. "Try later." Not working after several attempts.
So I went to myproseries.com and found the 2019 download, downloaded and it worked.
