Why doesn't the Form 8938 automatically activate when you answer yes to question 7a on the Schedule B?

While I am aware my clients have to file a Form FinCen 114 if they have more than $ 10,000 in overseas bank accounts, why doesn't the Form 8938 automatically activate when you answer yes to question 7a? This could be easily missed if you're not careful.

The 8938 button is right below the checkboxes...the software is only a tool, you still need to know what youre doing.
