Where is form 461 in the Pro Series 1040? The program doesn't seem to be calculating the excess business loss adjustment.

Pro Series doesn't have it. There are numerous threads on this in the forum.

Here's one https://accountants-community.intuit.com/questions/1837160-where-how-does-the-program-calculate-the-...

The more I know, the more I don't know.

This is a problem for calculating the 2019 taxes but it also should be included as an NOL carry-forward.

If the form is not added, it will affect future tax returns as well if the NOL carry forward is not calculated

At a minimum, the software should have an error message that the business loss exceeds the threshold.
