The 2210 still has a problem just got a reject saying Part II A needed a 85% Waiver description

Which was already in there...I finally gave up and just marked to let IRS figure the penalty...come on this is getting dumber and dumber.

This client doesn't owe a penalty but made estimated payments all year...this is the only one that's rejecting.
Even if I mark the box for no tax liability in 2017, it still automatically marks box A for the 85% waiver...I cant uncheck it and it just keeps getting rejected no matter which boxes I mark.  I guess I can override, but I really hate doing that and shouldn't have to!

The Friday update fixed a bunch of the form errors on 2210, but created this new rejection issue in the process.

@Ashley at Intuit (aka Henry Jr)  any updates on this most recent 2210 fiasco?

I don't have any new updates on this issue, I can say this was reported to development to be resolved in an upcoming fix.  I did not get a chance to install updates, (doing that now), if it was not resolved in that then i would be hopeful for the updates in this weeks' releases

This is from the weekly issues article we wrote up @IRonMaN   the release dates page incorrectly displays the first release of the 990 as 2/14/2019. We are working on resolving this incorrect date on the Release Dates page. The next scheduled update for the 990 is 2/21/2019

So over in TurboTax they have the same 2210 rejection as we do since the Friday update...this was a post from a Mod in the Lounge… this better not be true for us!!  Ive got a return rejected that had a required payment of $4993 and he paid in $6007 between withholdings and estimated payments....hes got no penalty and shouldn't need to paper file.


Rejection code from the IRS: If Part II Box A is checked and you are eligible for the 85% Waiver, your return cannot be electronically filed.  

Please review Instructions for Form 2210 from the IRS website.

Page 2 under Wavier of Penalty, it states: “If you have an underpayment, all or part of the penalty for that underpayment will be waived…”

Under Tax Reform Wavier “…If line 9 of Part I is more than line 6, complete the 85% Exception Worksheet below to see if you meet the conditions to be eligible to claim the waiver. If so, you must check Box A in Part II, write "85% Waiver" next to Box A, and file page 1 of Form 2210 with your return to request the waiver.

To e-File with Box A checked in TurboTax Desktop, please look at this instructions per this TurboTax FAQ (see attached).

If you are in TTO, because there is no forms mode option, customers must print and mail their return.

This is the result of tax reform. We understand this is a pain point for customers and we continue to seek more clarification from the IRS.

@Just Lisa Now!   That FAQ says Box A can be checked in "Forms Mode" and that because Online does not have "Forms Mode", it must be printed.  ProSeries is ONLY "Forms Mode", so according to that FAQ, checking Box A should do the job.

I guess I have to use Override to get rid of the checkmark....its automatically inserted a black X that cant be unchecked.

I have a working workaround for the "85% Waiver" bug.

This is either a turbo tax bug or an IRS bug. The error that returns is saying that you need an explanation page along with the 2210, so let's give it one.

Open the 2210 form, press any "Explain" button on the form, this creates the explanation form for the 2210. Enter the description "85% Waiver".

Resubmit and it should be fine.

This seems to be an IRS system bug because the form instructions CLEARLY say all you need to submit is the first page of the 2210, but the rejection thinks an explanation page is required.
