Why will partnership returns not transmit when trying to e-file?

When I try to transmit partnership returns, it asks if I want to save the file. As always, I click on "Yes". I should get a screen box that lists the Federal and State returns, I check the boxes, and the returns are then transmitted. However, after I click "Yes" to save, nothing happens. I cannot figure out why that is. There are no errors, or anything else I can see that would prohibit the returns from sending. 1040/state returns transmit just fine.

Are you Efiling from within the actual return or out in the EFCenter of Homebase?

Efiling from within the return, as that is how I've always done it. However, I just tried doing it in the EF Center. I first had to convert the files, then it allowed me to transmit them. Weird...?
