What do you do when a taxpayer claims they never received their second stimulus payment, you added it to their tax return, and the IRS says they did receive it and reduced their refund by that amount. Taxpayer still claims they never received stimulus payment

File Form 3911.
If you google AARP Missing EIP they tell you how to fill out the 3911 for a missing stimulus payment

I would start with the taxpayer making an online account and checking their account transcript. You can't ask for a replacement card if they got a direct deposit, for instance.

Print EIP2 at the top of the 3911 and follow the instructions given. I faxed the form for a client and they received a response from IRS within about 1 week.
To complete the Form 3911:
- Write “EIP1” or “EIP2” on the top of the form to identify which payment you want to trace.
- Complete the form answering all refund questions as they relate to your EIP
- When completing item 7 under Section 1:
- Check the box for “Individual” as the Type of return
- Enter “2020” as the Tax Period
- Do not write anything for the Date Filed
- Sign the form. If you file married filing joint, both spouses must sign the form.
You will generally receive a response 6 weeks after we receive your request for a payment trace, but there may be delays due to limited staffing. Get up-to-date status on affected IRS operations and services. Do not mail Form 3911 if you have already requested a trace by phone.
- If you mail or fax the form prior to the timeframes above, your request will not be processed until those timeframes are met.

I faxed one in back in May, still hasnt gotten the $$ and keeps getting bills for the 1200 due on the tax return, we were hoping they would just apply one to the other.
Such a pain.

I guess I will note that the IRS response was YOU IDIOTS, it went into your bank on MM/DD/YY. Quick response due to do a quickly accessible answer.

Have client confirm they have no other outstanding tax debts - like to the state - I had a client swear he didn't get the EIP, we put it on return, IRS took it off, then miraculously client got a letter from IRS saying he had a state tax warrant and the EIP was sent directly to state. Both he and the IRS were correct - it just got diverted along the way.
