Last several times I have tried to send a password protected signature form to my clients it is being received as a .dat file in lieu of a PDF. Is anyone else having that issue and if so how do I correct it.

I recall that this was an issue for users with AOL accounts and certain phone-based email clients. If that's the case, perhaps help them evolve into a more modern platform. For free. Because that's what the modern client demands.
The last two clients had a Yahoo and a gmail account.
