Edit Client Letters

I wanted to edit client letters like I do every year, however, the Manage Letters link is not in Tools anymore, or anywhere else that I can see.   I opened 2022, 2021 and 2020, and it's missing there as well.  Is this the Twilight Zone?  I see the files for the letters in Proseries>ProNet>Common folder, but no way to access them from ProSeries.

If you open a client file, you dont see the Letters in Tools? 

You have to have a client open, you cant access it from Homebase.

Im on Stand Alone, Im not sure if a Network version is different.
