E-filing a state tax return with a PDF attachment

I am preparing a state tax return for an Oklahoma resident.  He worked in 5 different states in 2021.  Oklahoma requires a pdf of each of the other states worked in.  I have attached the pdf to the Ok return but am still getting the error message that I must attach the pdf.  The pending e-file account shows the pdf as attached.  Any ideas of how to make the error message go away ?

One pdf with all the returns.  Is that too large

I was thinking it might be looking for a pdf of each state rather than one single pdf.
