Pay by Refund Application

I Need help with the Pay by Refund Application. I am in the Pay-by-Refund Wizard and it only appears in shaded tax year 2020. The program is not giving the current year 2021. HELP PLEASE

Do you mean the Pay-by-Refund enrollment application?

If so that's correct behavior - you enroll on a Tax Year basis, not a calendar year basis... and your only option is Tax Year 2020.
