I have the IRS acknowledgment, but the refund is not here yet. IRS website says "we cannot provide any information about your refund."
Who do I call at Intuit to find out if it really was filed?
Or is the IRS just playing games with my client's refund.

On the website when you look it up if it has the correct information on the left and that is the message you are seeing, I think they may be manually reviewing it. One of my clients was like that and soon after she called them they released her refund.
